  6. How long does it take to receive my phone card from www.Best123.com or start using the subscribed call services?

    After your order is received and the credit card is approved, we e-mail your PIN within seconds. However, it may take a few minutes until you actually receive the PIN mainly due to the Internet traffic and delays. Please be sure to use a reliable e-mail account to receive your PIN. This possible delay is beyond our control unfortunately.

    Please note that you will not receive a 'physical phone card', but only a PIN number to the e-mail account that you specified. The dialing instructions will not be sent to you either. You should get onto Best123.com for detailed dialing instrcutions, as well as complete rate sheets.

    Best123.com is not responsible for any loss or delay of phone card delivery via the web or e-mail. Best123.com cannot replace any phone cards that are lost or stolen under any circumstances. However, if you do not receive your PIN, please contact us at service@BestCallClub.com and we will be glad to re-send you the PIN after we verify that the PIN has not been used. in case of phone card malfunction or other technical difficulties, please contact our customer service center for quick solutions.

    If you are openning a new call account (ANI PIN or Rechargable Call Account) at Best123.com, you should use an E-Mail account other than xxx@yahoo.com, or xxx@hotmail.com or other public free E-mail boxes because you may not be approved until we verify your information. Once you are approved for openning the account and/or recharge to the account, you will get a confirmation E-mail immediately after the transaction is completed successfully, and you can start using your call account with the new credit you just bought right away.

  7. How do I use my phonecard after I received my PIN?

    In general, you should follow the specific dialing instructions listed at best123.com. Simply 'click' on the card you purchased to see the dialing instructions and related information. Should you have any difficulties in following the instructions, please contact us at service@best123.com.

    A typical phonecard is used as follows:

    Dial the toll free access number (or local access number, if available, which is usually a lot cheaper) from any touchtone telephone within the 48 US continental states
    After hearing the voice prompt, dial in the PIN number (which is also called the password)
    If PIN you input is correct, then you will hear the voice prompt inviting you to dial the phone number. Dial in the phone number that you want to call. Otherwise, redial in your correct PIN number.

    The default language prompt is usually in English, however, you may change it to Mandarin, Vietnamese, Spanish, or other available languages by pressing the pound key " # " after dialing in your PIN number. Then follow the prompt for changing the lanuage set.

    For US and Canada calls, dial 1 + area code + number (7 digits)
    For international calls, dial 011 + country code + city ( or area) code + phone number

    To speed up the calling process, remember to press the pound key " # " after dialing in the phone number that you are calling so that the switch will not wait any longer for additional dialing digits.

  8. Why do I see some other websites offering the phone cards at lower prices?

    The price of phone cards is very closely related to its quality. Customers may easily and quickly notice the differences of the quality between different phonecards in terms of clarity of the voice, connection speed and call completion rate, however, in many cases, beware of the possible hidden costs such as maintainence fee, usage tax, connection surcharge, 3 or even 6 minute rounding, minimum call length requirement, and etc. In some cases, you may even find false advertising for some unbelievably low some rates even though we all know that due to the intrinsic cost of the telephone network, such low price is virtually impossible.

  10. Why do I occationally experience busy tones when trying to make a phone call?

    Due to the high completion rate of our phonecard, our customers are used to getting connected everytime when they use our products. Thus when they hear a busy tone, they thought something might be wrong. In fact, most of such senorio is simply due to the fact that the number the customer is calling is busy. We have not yet experience any traffic jam or running out of capacity since whenever the reserve capacity is getting low, we expand our fiber network to increase our capacity. Should you experience the busy tones (possible during Chinese Spring Festival), please wait for a few minutes and dial again.

  11. Why is it sometimes silent after I dial my number?

    It happens occasionally. This usually happens in in one of the two senarios. First, the called number is in the region that the nationwide telecommunication network (PSTN network) is not fully developed, such as Burma, Laos, or rural places of Vietnam. Second, the system resource is running exhausted or the system is getting very busy. In this case, if you make a call to US or Canada, and the called number is busy, you may not hear the busy tone which should be generated to you by the system. You do not need to hold for more than 60 seconds for any calls if it is silent after you dial your number, please wait for a few minutes and dial again.   12. How long is my phone card valid?

    All cards sold on Best123.com are valid for at least 120 days after the first usage unless otherwise specified. Please note that the term "the first usage" means the first time you access the system (via access number) and input your PIN regardless whether you get this call answered or not. If the card is totally used or does not have enough balance for another call, the card becomes useless.

    If you subscribe the Pinless call services, and/or open the rechargable call account services, then your account NEVER expires. And whenever you recharge your card, any residue balance is carried over for future usage so that you don't lose a penny..

  13. What should I do if I forget my PIN?

    Please contact us at service@BestCallClub.com . Make sure to include the following information as much as possible to help us verify your purchase:

    your purchase or order number,
    purchase date,
    partial of the credit card number that you used at the purchase,
    your account name,
    your personal information,
    the numbers and the time that you have called.

    Once we verify the provided information and reasonably believe that you did purchase the phone card, we will re-send you the PIN.

    To avoid losing the PIN, please join the BestClub and purchase the rechargable phone card whihc allows you to choose a PIN number that is a lot easier for you to remember.

  14. Can I use my phone card to call mobile phone numbers?

    Yes, you can. Please note that the rates for the mobile phone numbers in most international countries and regions are much higher than those of the normal business or residential numbers. Please check the rate sheet for the phone card you purchased carefully.

  15. Can I use a pubic payphone to make phone calls with my phone card?

    Yes, you can in most cases. Please be aware that in general there will be a surcharge (ranging rom $0.55 to $0.75 face value) for each call you make using a pay phone which is assessed right after you input your PIN even if the call is not answered. The pay phone surcharge is FCC mandated and cannot be waived. Please check the information for each card before purchasing a phone card.

    If you open a rechargable call account, your payphone surcharge drops to $0.35 (face value) for each call you make using a public pay phone.

  16. Can I return my phone card?

    Within 30 days after the purchase, if you have never used the phone card, you can return it and get your money back (i.e. only if the card still carries the full amount of its original value). Please refer to our return and credit policies for other details.

  17. What is a monthly or weekly fee?

    Many cards may charge $0.50 per week or $1.00 per month as a what-so-called maintainence fee. This is a very typical hidden cost that most customers may overlook at the time of purchase.

  18. What is a connection fee?

    Some phone cards charge a connection fee each time when you make a call to certain places or regions in addition to the per minute charges. This may dramatically reduce the available number of minutes on your phone card. This is another typical hidden charge that many customers overlook at the time of purchase.

  19. What is time rounding or time increment?

    Time rounding or time increment is the minimum time unit that the phone card provider uses to round up your talk time and calculate the charges.

    For example, if you have talked for 5 minutes and 40 seconds, and the time rounding is 1 minute, the phoen cared provider will charge you for 5 minutes. Please be careful that some phone cards sold at other website may have 3 minutes rounding (a typical trap and hidden cost for inexperienced customers).

    Best123.com only features phone card with 1 minute rounding, which is by far the best and the most standard deal in the telecommunication industry (similar practice can be found at mobile phone industry or residential long distance services).

    If you can dial a toll free number (such as 800, 888, 877, or 866 number) from your dormitory or campus phone, then you can use our phone cards and save a significant amount of money.

    Most phone cards sold at Best123 do not have available toll free access numbers in offshore states, i.e., Alaska, Hawaii, and Pueto Rico. They can only be used within 48 US continental states. Please check the card information before you purchase a phone card.
